Bond 2022

Krum ISD is an accredited district located in the city of Krum in northwest Denton County.  It encompasses an area of approximately 101 square miles.  Five campuses make up Krum ISD, including:

• Krum High School, a ninth- through twelfth-grade campus;
• Krum Middle School, a sixth-through eighth-grade campus;
• Blanche Dodd Elementary School, a pre-kindergarten through fifth-grade campus;
• Hattie Dyer Elementary School, a pre-kindergarten through fifth-grade campus;
• Dixie Hansel Elementary School, a pre-kindergarten through fifth-grade campus.

Approximately 2,200 students are currently enrolled in Krum ISD, which has been distinguished by the state of Texas as a TEA Recognized school district.

Over the last 20 years, the City of Krum and Krum ISD have grown tremendously. Krum ISD has expanded from serving less than 850 students in the 1991-1992 school year, to serving over 2,400 students in the 2023-2024 school year.

With several new housing developments currently in the works within our district boundaries, we will serve even more students as time continues to pass! 

Below is a map overview of the current district boundaries. Yellow circles indicate the plans of new housing additions that have been communicated to Krum ISD Administration as of October 5, 2021. Current demographic studies suggest that homes currently have an average of 0.9 students per household. With the over 11,000 proposed homes shown below, over 10,000 students are expected to enroll in Krum ISD over the course of the next several years.

Krum ISD is currently working with a group of community members, staff, and a team from Gallagher Construction Services and Huckabee Architects to explore the anticipated growth in depth. This team is working collaboratively to explore facility additions and renovations at Krum ISD campuses to accommodate this anticipated growth. The Bond Planning Committee will then make a presentation and formal recommendation to the Krum ISD Board of Trustees on whether or not a bond election should be called to address the growth and needs of the district.

The Bond Planning Committee presented the following recommendation to the Krum ISD Board of Trustees at the regular monthly school board meeting on January 12, 2022.

At a special called meeting of the Krum ISD Board of Trustees on February 17, 2022, the board voted unanimously to call a bond election for May 7, 2022.

The board’s action comes after an extensive, months-long collaboration and deliberation between the Bond Planning Committee, architects from Huckabee, Inc., and representatives from Gallagher Construction. 

The Bond Planning Committee (BPC) used data from a demographic study conducted by Davis Demographics to help shape the propositions that will be voted on in the bond. The BPC consisted of teachers, parents, staff, and community members of Krum ISD that gathered together to study and prioritize the district’s current and long-term facility needs. All presentations that were made to the BPC are available on the Krum ISD website. 

The demographic study reviewed by the BPC and the Board of Trustees shows an estimated 11,500 new homes across 20 residential developments actively under construction or currently planned within the more than 100 square miles that comprise the geographic boundary of Krum ISD. The report reads that the district will see 60% growth in student enrollment in the next five years. “The district is expected to grow by roughly 200 students in grades PK-12 each year for the next three years, and will surpass 3,000 students in [school year] 2025,” Davis Demographics reported to the Board. 

2023 Bond 2022 Update:

Based on changes in circumstances and various other factors, community meetings were held a the Krum High School lecture hall on June 21, 2023 and September 25,2023 outlining anticipated changes that would need to be made to the passed Proposition A. At the December board meeting, the Krum ISD School Board passed a resolution to approve the proposed changes based on anticipated need. The changes are as follows: 

Proposed Changes to Proposition A- $244,700,000

• An addition to the Krum Early Education Center
• The construction of a Career and Technology Education Center
• Reconstruction of the KALC to fit Alternative Education and Technology Department
• A new middle school that could be retrofitted in the future to be a high school
• Expansion of existing Krum High School

The May 7 bond package will feature two propositions totaling $275,000,000 If approved, the bond election would include a tax increase not to exceed perimeters set by the State of Texas to the district’s interest and sinking tax rate. The overall tax rate in Krum ISD has not increased since the 2014-2015 school year. Additional information on the tax rate impact will be available soon. 

The two propositions require separate votes. Projects addressed by each proposition are as follows:

Proposition A- $244,700,000:

• An addition to the Krum Early Education Center- $7,400,000
• A new elementary school - $48,000,000
• Renovations to the Hattie Dyer Elementary Campus - $3,600,000
• A new high school $185,700,000

Proposition B- $30,300,000

• New district stadium $30,300,000

The bond package also accounts for portables and campus conversion to address student growth that will arrive before the project’s construction can be completed.

Prop A passed with 63.15% in favor

Prop B failed with 43.32% in favor

“I’d like to thank our community for the support and thank all the voters who made time to go to the polls,” says Superintendent Dr. Jason Cochran. “I’ve met many parents, community members, and business leaders in the last several months, and one thing is clear: Everyone wants the best for the students of Krum ISD, and everyone recognizes the important role that public education plays in a quality community.”

Cochran says he looks forward to seeing the positive impact of the bond for years to come. “We’ll have the facilities we need to accommodate the growth in our area,” he says. “The bond program was the result of several months of thoughtful planning by our Board of Trustees and the District’s Bond Planning Committee, and I am so grateful for their time and dedication to our students.”

With voter authorization to issue up to $244 million in bonds, the district plans to sell bonds in several increments over the next several years to schedule projects as the taxable assessed values grow and as student enrollment growth allows.
